Yes. Add it in Settings and it prints on every document. You can change the label to match your state's wording.
Can I list a permit fee separately?
Yes. Add it as its own line, and mark lines taxable or not.

Can customers pay by card through PunchDocs?
Not yet. Today you put your payment instructions (check, Zelle, your own card reader, and so on) on every invoice, and record payments when they come in, including partial payments.
